Finance ministry ordered JKR to carry out Jana Wibawa projects, court told
KUALA LUMPUR: The finance ministry gave the public works department (JKR) the directive to carry out construction projects under the Jana Wibawa programme, the sessions court here was told today.
Former JKR senior director Zulkipeli Yamat said his then supervisor Zulkefly Sulaiman attended a meeting at the ministry’s headquarters on Dec 8, 2020, where the order was given.
He told the corruption trial of Tasek Gelugor MP Wan Saiful Wan Jan the award for projects under the programme was done either through direct negotiations or the pre-qualification (pre-Q) method.
“For the pre-Q method, (JKR) will invite selected companies to attend briefings and take them to visit the sites. They will submit the tender price and documentation,” Zulkipeli said.
After obtaining the tender prices and relevant documents, JKR would conduct a check on these companies and their qualifications before issuing an offer letter to the chosen company.

Previously, the court was told that Nepturis Sdn Bhd was contracted for the Central Spine Road-Sertik to East Coast Highway Interchange project.
Fauzi Hanafiah, the works ministry’s deputy secretary of the development and privatisation division, had told the court the intersection project was worth about RM232 million.
However, he was unsure how it was included under Jana Wibawa.
Jana Wibawa was introduced during the administration of then prime minister Muhyiddin Yassin with the objective of speeding up the implementation of projects and improving the national economy amid the Covid-19 pandemic.
Wan Saiful is charged with soliciting bribes from Lian Tan Chuan as an inducement to help Nepturis obtain the RM232 million project from the government through pre-Q.

He is also accused of accepting RM6.96 million in cash through his company, WSA Advisory Group Sdn Bhd’s CIMB bank account from a Maybank Islamic account belonging to Nepturis as a reward for helping the company obtain a letter of acceptance for the project.
He is also charged with 18 counts of laundering RM5.59 million by transferring and using the illegal proceeds to pay for the purchase of a vehicle, making payments to the National Sports Council, as well as transferring money to several company accounts, including one belonging to Sinar Karangkraf Sdn Bhd.
The hearing before judge Rozina Ayob continues tomorrow.
