KUALA LUMPUR: Giving out money to the public without asking for votes in return does not equal bribery, an opposition member of Parliament said today.

Datuk Che Mohamad Zulkifly Jusoh (Perikatan Nasional-Besut) said this in response to DAP’s Jelutong MP, RSN Rayer, who had asked if it was true that voters only cast their ballots for PN and Pas because they received money.



Rayer also said Pas president Tan Sri Abdul Hadi Awang (PN-Marang) had “confessed” that giving money to voters during election season was not considered as bribery, but a form of donation instead.

Ahmad Fadhli Shaari (PN-Pasir Mas) interjected, and clarified that the statement made by Abdul Hadi only involved money given to voters not by the candidate or his representative.

“On the issue of donation, Marang said (handouts are donations) if the money did not involve the candidate or the candidate’s representative.

“Why don’t you listen (properly) with your ears? Kalau kaki tak betul, telinga jangan tak betul (If you cannot walk right, at least listen well),” he said.

To this, Che Mohamad stood up and continued to defend the issue, saying that handing out money was not bribery if voters were not forced to vote for anyone.

“If we (give them money) and don’t ask for their votes, that is not bribery. But if you give money and ask for votes like Umno, that is bribery.

“I have seen videos where Umno (representatives hand out money) and say you must vote for Umno,” he said when debating the royal address in Dewan Rakyat here, today.

Pas had previously come under fire after video clips of alleged party leaders handing out cash to voters went viral.



Abdul Hadi had said those caught on video handing out money to voters during the 15th general election were ordinary people giving out charity and not bribing them.

He said there was nothing wrong with such an act and no electoral laws had been broken.

The Marang MP said according to electoral laws, only candidates and their agents were not allowed to give any form of handouts.
